"There continues to be questions regarding the proper use of state vehicles," Montee said. "As we have stated in previous audits, state laws either need to be changed or clarified so that everyone, elected officials in particular, has a clear understanding of what is legal and proper."

(JEFFERSON CITY, MO) – Today State Auditor Susan Montee released an audit of the Office of Governor. This audit discusses transportation and security issues related to the Office of Governor and points out, as in previous audits, that Missouri law regarding the use of state vehicles is unclear and potentially conflicting.

The audit discusses personnel costs for the Governor's security detail and Governor's office personnel, which are being borne by appropriations for the Missouri State Highway Patrol and the Office of Administration. In addition, capital asset listings are incomplete and accountability over functions held at the mansion need to be improved.

The office's employee manual needs to be more complete and comprehensive. The manual does not include certain issues typically addressed in an office/employee manual, including part-time employment, use of state resources, confidentiality, performance appraisals, and training and development of staff. The manual does not clearly and adequately address issues related to e-mail use and retention, or sunshine law requests. Also, the manual's policy on Fair Labor Standards Act (FLSA) compensatory time does not comply with state law.
